Do not eat at the Inner Harbor, they are chains, overpriced and crowded. A short cab or water taxi ride to Little Italy will wow you. Don't take a car you won't be able to park.
Some of the places in Little Italy will come for you in a limo. you can choose from HUNDREDS of places within a few blocks and expect to pay 1/3 less than the tourist traps in the Iner Harbor.
Near the Inner harbor is Legal Seafood which is fantastic if you really resist going to Little Italy. It is far superior to Phillips.
